Russian Navy Project 22350 frigate Admiral Gromov begins construction

The Russian Navy has started building the frigate Admiral Gromov, the ninth Project 22350-class unit, following a ceremony at the Severnaya Verf shipyard in Saint Petersburg. The new vessel forms part of Moscow’s naval modernisation programme, which seeks to strengthen its ability to project oceanic and strategic power and further develop the Project 22350 frigate series within the Russian fleet.

Held at the United Shipbuilding Corporation (OSK) shipyard, the official event was attended by military officials and representatives of Russia’s naval industry. Designed by OSK’s Northern Design Bureau, the frigate is the ninth ship planned for the Russian Navy under this fleet renewal initiative.

Missions and capabilities of the Project 22350 frigates

Russian authorities say that Project 22350 frigates are intended to undertake a broad range of naval tasks. These include attacks on surface vessels, convoys and landing forces, as well as anti-submarine warfare and strikes against land targets. The ships are also equipped for air defence, anti-missile defence and maritime border protection, alongside escort roles and security operations supporting the Russian Federation’s maritime economic activities.

At the ceremony, Russian Navy Commander-in-Chief Admiral Aleksandr Moiseyev said: “The Project 22350 frigates have successfully proven themselves to be reliable ships, with significant strike, defense and search capabilities. They carry all types of missile armament. The Navy’s need to possess ships of this class is extremely relevant, and the existing construction plans and programs will undoubtedly be implemented.” He made the remarks during the keel-laying event for the new ship at the Saint Petersburg yard.

Industrial cooperation and the Russian Navy fleet

Andrey Bogomolov, OSK Deputy General Director for military shipbuilding and special programmes, underlined the industrial collaboration supporting the ship’s construction. In the executive’s words, “the key to success in building this ship is the close cooperation between the corporation’s companies and our partners. Dozens of scientific institutes and hundreds of companies and organizations from across the country are participating in its creation.”

Bogomolov further stated that the frigate will be constructed entirely with Russian technologies and materials. This is regarded as strategically important for safeguarding Russia’s technological sovereignty in the military shipbuilding sector. During the customary keel-laying procedure, those responsible for the project fitted a commemorative plaque to a structural component of the future ship; the section was subsequently placed on the hull, formally marking the start of Admiral Gromov’s construction.

The Russian Navy currently has three Project 22350 frigates in service: Admiral of the Fleet of the Soviet Union Gorshkov, Admiral Kasatonov and Admiral Golovko. In September 2025, the latter took part in the ZAPAD 2025 strategic exercise, during which it conducted a practical launch of a 3M22 Zircon hypersonic missile in the Barents Sea, according to the Russian Ministry of Defence at the time. Also referred to as the Admiral Gorshkov class, the Project 22350 frigates are intended to replace ageing Soviet-era Neustrashimy- and Krivak-class vessels, while Russia continues expanding its new-generation surface fleet.
